    Sustainability of economic development and governance patterns in water management - an overview on the reorganisation of public utilities in Campania, Italy, under EU Framework Directive in the field of water policy (2000/60/CE)

    The paper addresses the issue of sustainable development in water policy under the EU Framework Directive (2000/60/CE), and its implications on the governance of public utilities. Economic efficiency and environmental protection, far from being contradictory, are necessarily complementary in order to achieve the EU Water Framework Directive principles and objectives. Assuming public utilities as “environmental services”, the first part focuses on the theory of economic regulation for public utilities and innovative models of public/private governance for water management. In the second part, following the steps undertaken in Campania (since the first national reform in 1994), the paper tries to identify the main trends in water policies and management, resulting from the local governement efforts to comply with both environmental protection requirements under the EU Framework Directive and economic development programmes. The field of analysis is EU Structural Funds policy, as implemented by the Regional Operational Programme of Campania 2000-2006, which supports private and public investments in water infrastructures and management. According to the European regional policy, environmental protection requirements must be integrated into the definition and implementation of development programmes aimed at financing water infrastructures and innovative management of water services. The mid-term review on the performance of Structural Funds in Campania, shows that public/private partnership plays a crucial role in water policy, even for the integration of environmental concerns into the reorganisation of public utilities management.

    AbstractThis research analyses the relationship between several configurations, failure mechanisms and states of stress imposed by testing machines, comparing the results of two devices. It focalizes on the evolution of numerous tests, performed on identical specimens, and reports the correspondent response curves obtained with two devices suitably designed to cover two kind of devices used in recent years and modified to ensure the comparison between the outcomes.The observation of a regular trend in the results suggests a strict relationship between them and the specimens’ features and also warrants the statistic reliability of the testing machines

    Evidence of another anthropic impact on iguana delicatissima from the lesser Antilles: the presence of antibiotic resistant enterobacteria

    The improper use of antibiotics by humans may promote the dissemination of resistance in wildlife. The persistence and spread of acquired antibiotic resistance and human-associated bacteria in the environment, while representing a threat to wildlife, can also be exploited as a tool to monitor the extent of human impact, particularly on endangered animal species. Hence, we investigated both the associated enterobacterial species and the presence of acquired resistance traits in the cloacal microbiota of the critically endangered lesser Antillean iguana (Iguana delicatissima), by comparing two separate populations living in similar climatic conditions but exposed to different anthropic pressures. A combination of techniques, including direct plating, DNA sequencing and antimicrobial susceptibility testing allowed us to characterize the dominant enterobacterial populations, the an- tibiotic resistant strains and their profiles. A higher frequency of Escherichia coli was found in the samples from the more anthropized site, where multi-drug resistant strains were also isolated. These results confirm how human-associated bacteria as well as their antibiotic-resistance determinants may be transferred to wildlife, which, in turn, may act as a reservoir of antibiotic resistance

    Evaluation of static and dynamic balance in athletes with anterior cruciate ligament injury – A controlled study

    OBJECTIVES: Anterior cruciate ligament injury leads to adaptive responses to maintain postural control. However, there is no consensus regarding whether leg dominance also affects postural control in athletes with anterior cruciate ligament injury. The purpose of this study was to evaluate dynamic and static postural control among athletes with and without anterior cruciate ligament injury to the dominant leg. METHODS: Twenty-eight athletes, twenty-one males and seven females aged 15-45 years, were allocated to one of two groups: the anterior cruciate ligament injury group (26±3 years) or the control group without anterior cruciate ligament injury (25±6.5 years). All subjects performed one legged stance tests under eyes open and eyes closed conditions and squat and kick movement tests using a postural control protocol (AccuSwayPlus force platform, Massachusetts). The center of pressure displacement and speed were measured by the force platform. In addition, the distance traveled on the single-leg hop test was assessed as an objective measure of function. RESULTS: Significantly greater mediolateral sway was found under the eyes closed condition (p=0.04) and during squat movement (p=0.01) in the anterior cruciate ligament injury group than in the control group. Analysis of the single-leg hop test results showed no difference between the groups (p=0.73). CONCLUSION: Athletes with anterior cruciate ligament injury had greater mediolateral displacement of the center of pressure toward the dominant leg under the eyes closed condition and during squat movement compared to control athletes

    Italian guidelines for primary headaches: 2012 revised version

    The first edition of the Italian diagnostic and therapeutic guidelines for primary headaches in adults was published in J Headache Pain 2(Suppl. 1):105–190 (2001). Ten years later, the guideline committee of the Italian Society for the Study of Headaches (SISC) decided it was time to update therapeutic guidelines. A literature search was carried out on Medline database, and all articles on primary headache treatments in English, German, French and Italian published from February 2001 to December 2011 were taken into account. Only randomized controlled trials (RCT) and meta-analyses were analysed for each drug. If RCT were lacking, open studies and case series were also examined. According to the previous edition, four levels of recommendation were defined on the basis of levels of evidence, scientific strength of evidence and clinical effectiveness. Recommendations for symptomatic and prophylactic treatment of migraine and cluster headache were therefore revised with respect to previous 2001 guidelines and a section was dedicated to non-pharmacological treatment.
